Over the past year, the IBM Center for The Business of Government has been preparing materials to help smooth the transition for the next administration. This blog has been part of that preparation. But today is the grand unveiling!
This new webpage is intended to serve as a resource for new political appointees. But it is also intended to help career executives – more than half of current career executives have not been through a transition. We are opening this web resource now, rather than waiting until the transition, because recently-designated agency transition coordinators and their staffs may find this a useful resource as they prepare for the coming few months.
Here’s what to look for:
• “The Operator’s Manual for The Next Administration” enables managers to quickly select from one of eight “tools” or levers – such as performance, collaboration, or money – that executives need to use to advance their policy goals. Each is first presented in a 1-2 page memo (similar to those government executives receive from the Office of Management and Budget) with tips and advice on the topic selected. Managers can then use a pull-down menu to select questions and answers on particular issues related to the topic, and then, in addition, read solutions, case studies, and reports relevant to the programs, people, and policies in government – all drawn from the IBM Center’s ten years of public management research. Managers can download entire chapters, just the memos, or particular Q’s and A’s – in pdf or html, whatever suits their needs, and share them with colleagues.
• “Getting it Done: A Guide for Government Executives“ provides an interactive environment to share and learn from government executives. Select from one of our six “To Dos” on working and managing in a political environment. Each “To Do” contains a number of important and insightful set of “tips” on successfully achieving your goals and objectives. Some have specific suggestions and others point out particular pitfalls. Each section provides an opportunity for you to add your personal illustration or comment, and learn from the knowledge of other government executives. In addition, “Getting It Done” contains 14 “primers” – written by experienced leaders – on how to work with key stakeholders such as The White House, Congress, the Office of Management & Budget, the media, etc., all of whom are key to “getting it done.”
• Blog: Our blog (you’re reading it!) features topics ranging from a historical overview of past presidential transitions to the role of organizations dedicated to the public good. Featured in the Washington Post, our blog provides a platform to share your thoughts with other government executives on management issues.
• Issue Briefs: We use short two-page briefs to highlight policy-related issues featured in past IBM Center reports, such as delivering benefits in an emergency situation, improving the environment, reforming the National Security Council, and securing the global economy. Read the action items and review the case studies within each brief to quickly come up to speed on selected issues likely to face the next Administration.
• Transition Reports: We have published a series of reports relevant to those involved in developing management initiatives during presidential transitions. Download or order these free reports. These reports are written by well-known academics or former government leaders. Each of these reports includes easy-to-read summaries, case studies, and action items to implement.
